A public art commission for a paved surface outdoors at S:t Göran Hospital

Region Stockholm invites professional artists to apply for a public art commission at S:t Görans Hospital. This commission concerns the creation of a two-dimensional artwork applied directly to the surface of a paved courtyard.  

Background 

Extensive rebuilding and new construction at St. Göran's Hospital is underway as part of a strategic investment that aims to meet the needs for future healthcare in the Stockholm region. New buildings have been erected adjacent to existing buildings. The construction work at the hospital will meet the need for general and flexible care facilities for treatment, inpatient care and outpatient care. Artistic commissions are an important part of this large investment project. Emphasis on the human dimension of the hospital environment is strengthened by introducing a range of artistic expressions and techniques. By commissioning new works, a tradition of site-specific art continues at St. Göran's hospital. The art follows the flow of movement throughout the facility. In addition to the placement of art in the hospital wards, larger artworks are also located in more public areas such as corridors, lift halls and entrances. 

Construction on the new hospital buildings will be completed in stages and during 2021, large parts of the newly built premises will be taken into use by healthcare staff. A number of new artistic commissions have already been completed at the hospital, forming exciting new combinations together with the older artworks on the site. 

The artistic commission 

In general, the assignment focuses on the possibilities for a work of art located on a paved courtyard. Due to the physical conditions at the site, a two-dimensional work of art, executed directly on the paving stones is preferred. Paint and other materials that are to be included in the production of the artwork must have high durability and be adapted for outdoor application. The choice of paints and other materials for the assignment is to be made in consultation with project managers from the cultural administration and the construction project. 

The commission should bring character and identity to this particular space. Due to the entire hospital area being so densely built up, the view from the different floors facing this courtyard will be limited to an adjacent building body. An artwork on the site can therefore be a positive, eye-catching feature, regardless of whether it is viewed from the ground floor or the top floor. 

The design of the artwork must be executed with future maintenance in mind. Repairs to wear and damage that may occur in the future must be carried out by a third party based on the artist's instructions and drawings. 

Site conditions 

A new hospital building has been erected next to existing buildings on the hospital site. An open area has been created between the buildings, forming an outdoor courtyard. The area is about 250 square meters. On one side of the courtyard stands the new building 45, 7 floors high; on the other side of the courtyard stands the older building 30, 9 floors high. Both buildings contain mixed healthcare facilities whose workrooms and patient rooms have an overview of the courtyard. This site has been identified as a suitable starting point for an artistic commission. The assignment is specifically about working with a two-dimensional work of art directly on the paved surface. 

The courtyard is paved with single-coloured paving stones. An adjacent surface with gravel along with gutters for drainage of rainwater constitute outer boundaries for the extension of the artwork. The surface is not used by any vehicles and is only used by pedestrians. Outdoor furniture is placed on the courtyard from spring to autumn and is used by hospital staff. 
 

Budget  

The sketch fee is SEK 40,000 excluding VAT. 

The production budget for the artwork itself is SEK 400,000 excluding VAT. The artist is responsible for the budget. The budget must include all costs for the production of the artwork, including the artist's salary, cost of the artwork's copyright, material costs, subcontractors / assistants, travel, transportation, insurance, and storage until assembly can take place. 

Time plan 

2021-03-07 at 24.00, latest time for registration of interest. 

2021- week 10, awarding of parallel sketch assignments to two artists. 

2021-03-17, start-up meeting with the artists. The beginning of a work period of 10 weeks for the completion of sketch proposals. 

2021-05-26, submission of sketch proposals. Assessment of sketch proposals take place during week 21. 

2021-06-02, the formal assignment of the art commission to one of the artists. 

2021- 06, production start for the art commission. 

Production of the finished work of art must begin promptly after the commission has been assigned, but since production takes place outdoors and is dependent on good weather conditions, there is room for flexibility around the timeframe for the completion of production. 

Who can apply? 

To be eligible for an artistic commission for Stockholm County Council you must fulfil the following requirements: 

  • You must be a professional artist. 
  • When the commission is awarded you must be registered for Swedish F-tax (as a sole trader or company) or equivalent company status in the country where you are based. A copy of certificate from the relevant tax authority must be provided on request. 

 

Notification of Proposal Submission 

Region Stockholm’s cultural administration often works with parallel sketch assignments where two or more parties present proposals for assessment and where only one party is assigned the artistic commission. Region Stockholm’s cultural administration reserves the right, after assessment of the expressions of interest received, to make a direct assignment of the artistic commission without any parallel sketching procedure.  

The decision on which artists will be invited to submit a proposal will be made by the Director of the Art Department, delegated by the Culture Committee, and will be published on the Cultural Administration’s website www.kultur.sll.se in march 2021. The artists invited to submit a proposal will be notified by telephone or email. Final decision with named artist will be published on this website.

Commissioning Agency 

Stockholm County Council is the commissioning agency and will be party to the agreements with the artists. The Stockholm County Council Culture Administration will manage the art project, including the application and selection processes.
